The planned amendment to the Vienna Building Code, which essentially consists of 4 sub-areas, is to be adopted tomorrow, on Wednesday, 24.11.2021.

Very controversial are the changes in the buildability of plots with a dedication of building class I. Here, an attempt is to be made to prevent or punish unlawful demolitions and, in the case of a new construction, to link the permissible building height to the distance to the neighboring property. The higher a building, the further away the new building must be erected from the property line. This is to be prevented by “disproportionate” buildings in areas of construction class I.

Now the demolition of buildings in the field of tension between greening and the destruction of “grey energy” must always be questioned; on the other hand, the new building code prevents the most desired densification of the city in this dedication zone.

However, it must also be ensured that the partly outdated and ecological hazards can be replaced by dense low-rise buildings with several residential units. Especially in these residential areas, a greening of the building structure through geothermal energy use and compactly renovated conversions, additions and new buildings is not only desirable but also useful.

With an intelligent alternative energy concept, a positive contribution to a massive CO2 reduction can be made in the open spaces around the new, renovated and optimized buildings. For example, for about 350 m² of living space (4-5 apartments), 3-4 deep boreholes about 260 m² of free space are required.
